Terms of Reference: Housing, Land and Property (HLP) Technical Working Group (TWG) in the Gaza Strip

HLP Technical Working Group for the Gaza Strip is led by the NRC and UN-Habitat as Co-Chairs. It sits under the Legal Task Force (LTF) and therefore under the broader umbrella of the Protection Cluster.
The HLP TWG has adopted a phased approach, prioritizing addressing the immediate humanitarian needs, while also laying the groundwork for longer-term recovery and rebuilding of HLP systems in the Gaza Strip. The challenge is to strike a balance between an effective emergency response while not causing harm. The HLP TWG`s activities are tailored to the evolving context and needs on the ground.
The HLP TWG for the Gaza Strip objectives are to provide a coordination platform to actively engage humanitarian and development partners across all sectors, identify and prioritize critical HLP needs and gaps, develop HLP strategies and response plans, provide technical guidance and expert advice, build capacity of humanitarian actors and local authorities, and undertake strategic advocacy on HLP issues.
