The Humanitarian Response Forum (HRF) was established in 2011 in response to the demand for increased coordination between development partners to address the demands of humanitarian disasters, primarily floods and droughts.

The objective of the HRF is to ensure sound coordination and communication on emergency preparedness and humanitarian response in Cambodia between the United Nations (UN), international non-governmental organizations (INGOs), and international organizations (IOs). The HRF works in close collaboration with the Government, most notably the National Committee for Disaster Management (NCDM), and the Cambodian Red Cross, to facilitate a coordinated and effective approach in support of people affected by humanitarian crises.

The HRF is co-chaired by World Food Programme and DanChurchAid.

The HRF aims to serve as a forum for:

1. Response planning (preparedness) and gap analysis for informed strategy development
2. Information sharing/management (IM) to facilitate coordination
3. Advocacy and awareness raising of emergency risks, preparedness and response required of key actors and that undertaken
4. Mobilization of resources to meet identified gaps

The HRF consists of six sectors, in line with the government’s National Contingency Plan (NCP): Food Security and Nutrition (FSN), WASH (Water, Sanitation and Hygiene), Shelter, Health, Education, and Protection. Protection is comprised of three sub-sectors – child protection, gender-based violence (GBV), and human rights. Sector co-leads are responsible for coordinating with the sector members for preparedness and response activities.

Sector members of the HRF include representatives of interested key UN agencies, INGOs, IOs, and other humanitarian actors which are involved in emergency preparedness, humanitarian response, and early recovery in Cambodia.

HRF secretariat serves as the central point for the HRF. The main functions of the HRF secretariat are coordination, information management, and assessment and training.

Following the flood responses in 2011 and 2013, humanitarian partners conducted after-action reviews/lessons learned workshops in which one of the key priorities identified was the need for stronger and more comprehensive preparedness, particularly at sector level. Based on this recommendation, the HRF developed a contingency plan. The first HRF contingency plan was adopted during the HRF meeting in February 2014; its development and subsequent updates contributes to more comprehensive emergency preparedness and response coordination among UN, INGOs and international organizations engaged in humanitarian action in Cambodia.

The HRF contingency plan aims to strengthen the collective preparedness of HRF member organizations and complement the National Contingency Plan (NCP) to ensure a better coordinated and effective response in support of people affected by disasters and humanitarian crises. The HRF contingency plan focuses on climate hazards, while other types of shocks, such as conflict or political unrest, are addressed by organizations with a specific, relevant mandate organization.

HRF Stockpile Mapping aims to identify stocks of humanitarian relief items available within member organizations and relevant humanitarian partners that can be distributed to support affected people during the event of disasters.
