A total of 1,031 UN System staff, of whom about 150 are on the field, serves a Guatemalan population of 17.4 million, half of whom live in poverty and 23% in extreme poverty, including about 5 million in need of humanitarian assistance (HNO 2022). In a country with confluent challenges of humanitarian, development and peace dimensions, the Guatemala Interagency PSEA Network was founded in November 2020 as part of the OMT of the UNCT.

Since then, the interagency PSEA group has provided yearly trainings for the entire country team and PSEA interagency group with focus on victim rights, community-based complaint mechanisms and human rights. It has drafted its SOPs including its Strategy of Victim Assistance with the programmatic support of OSCSEA, OVRA in New York and PSEA Inspection Bureau of WFP in Italy. It has presented to Tunisia, Costa Rica, Honduras and IASC/PSEA Coordinators globally, as well as cooperated with Mozambique. Guatemala was the second country office to nominate a Victims Rights Focal Point after Nepal in 2021.

Other results of the PSEA Interagency group has included the mapping of public and community services on the field available to victims of SEA on an accessible dashboard, the PSEA Microsite on the landing page of the UNCT/RCO site with a complaint form and the network of PSEA focal points on the field.

Un total de 1.031 funcionarios/as del Sistema de las Naciones Unidas, de quienes alrededor de 150 están sobre el terreno, atienden a una población guatemalteca de 17,4 millones de habitantes, la mitad de los cuales vive en la pobreza y el 23% en la pobreza extrema, incluidos unos 5 millones que necesitan asistencia humanitaria (HNO 2022). En un país con retos confluentes de dimensiones humanitarias, de desarrollo y de paz, la Red Interagencial de PSEA de Guatemala se fundó en noviembre de 2020 como parte de la OMT del UNCT.

Desde entonces, la red interagencial de PSEA ha proporcionado capacitaciones anuales para todo el equipo de país y el grupo interagencial de PSEA con enfoque en los derechos de las víctimas, mecanismos comunitarios de denuncia y derechos humanos. Ha redactado sus SOP incluyendo su Estrategia de Asistencia a Víctimas con el apoyo programático de OSCSEA, OVRA en Nueva York y la Oficina de Inspección de PSEA del PMA en Italia. Ha realizado presentaciones a Túnez, Costa Rica, Honduras y a los coordinadores del IASC/PSEA a nivel mundial, y ha cooperado con Mozambique. Guatemala fue la segunda oficina de país en nombrar un Punto Focal de Derechos de las Víctimas después de Nepal en 2021.

Otros resultados del grupo interinstitucional de PSEA han incluido el mapeo de los servicios públicos y comunitarios sobre el terreno disponibles para las víctimas de la EAS en un tablero accesible, el Micrositio de PSEA en la página de aterrizaje del sitio del UNCT/RCO con un formulario de reporte y la red de puntos focales de PSEA sobre el terreno.
