RMMS
The Refugees and Migrants Multi-Sector (RMMS) is a part of the Inter-Cluster Coordination Mechanism (ICCM) in Yemen and it is co-chaired by IOM and UNHCR.
In March 2022, the collaboration and policy dialogue on mixed movements, asylum and migration gained momentum with the organization of a joint conference on asylum and migration in Sana’a under the auspices of the National Committee for Refugee Affairs (NACRA). The conference concluded with Joint Recommendations calling for harmonization of the work of refugees and migrant response actors, capacity building and joint strategy development.
The needs of refugees and migrants and their importance within the inter-cluster response has been highlighted in the interagency humanitarian evaluation (IAHE) for Yemen published in mid-2022. The Management Response Plan (MRP), Recommendation # 10 (Protection Mainstreaming) makes direct reference to the needs of RMMS’ populations of concern: “Asylum-seekers, refugees and migrants are included in strategies targeting the most vulnerable without distinction with respect to nationality or legal status”
This gave momentum to strengthen the RMMS, through a more structured approach and involvement of a broader circle of actors, in order to improve the response for refugees, asylum seekers and migrants across the wider humanitarian programme cycle.
