Education Cluster

The ‘Cluster Approach’ was adopted by the Inter-Agency Standing Committee IASC as a key strategy to address the gaps in humanitarian response with UNICEF and Save the Children designated as Co-Leads of the Global Education Cluster. The aim of the Cluster Approach at the global level is to strengthen system-wide preparedness and coordination of technical capacity to respond to humanitarian emergencies by ensuring that there is predictable leadership and accountability in all the main clusters or areas of humanitarian response. The Education Cluster was formally activated in Yemen in 2009 to coordinate the education response to the rise in hostilities and escalation of the conflict, and subsequent displacement of civilians.

Aligned to global-level commitments, the co-leadership arrangement is replicated at country-level in Yemen with UNICEF and Save the Children sharing a co-leadership responsibility as Cluster Lead Agencies (CLAs), under the overall leadership of Education Authorities. The Yemen Education Cluster (YEC) targets vulnerable girls, boys, caregivers, and education personnel of all diversities and gender across the country. Its overarching goal is to provide crisis-affected children and youth access to safe and protective learning environments that provide quality and relevant education opportunities and support retention and well-being. 

The cluster will ensure strong partnership at community level through its sub-national cluster coordination mechanisms in order to reach the set targets. Efforts are being made to ensure that YEC activities are aligned with National Education Plans targeting children across Yemen. The YEC works closely with the Local Education Group and the Development Partners Group (LEG/ DPG) to ensure greater coordination across the humanitarian-development nexus.
