GBV AOR | TURKEY CROSS-BORDER OPERATIONS

The Gender-Based Violence (GBV) Area of Responsibility (AoR) for cross-border operations in Syria consists of around 47 partners, including both international and Syrian NGOs. The AoR is committed to preventing and addressing abuse, neglect, exploitation, and violence faced by women and girls, with a strong focus on community-driven GBV programming. This encompasses the provision of specialized support services for survivors, psychosocial support, and comprehensive prevention and mitigation measures such as awareness-raising and the integration of GBV considerations across other sectors. Additionally, the AoR works to strengthen the capacity of service providers to effectively address GBV challenges in areas reached through cross-border access from Turkey.

GBV Service Delivery Points in NW Syria

The dashboard for Gender-Based Violence (GBV) service delivery in Northwest Syria provides information on the types of service points, their numbers, and geographic location data at the sub-regional level. This interactive tool offers a comprehensive overview of these service points. Additionally, it includes information on the expected closure dates of these service points due to the end of funding, highlighting the increasing gaps in service provision.

 

GBV Case Management Services in NW Syria

The dashboard for GBV case management services in Northwest Syria provides detailed information on the distribution of service points, staff, and the status of case closures. It highlights successfully closed cases, reasons behind unsuccessful closures, documentation methods, and the types of facilities where services are delivered. This comprehensive tool aims to enhance understanding of service delivery and identify areas for improvement to strengthen GBV case management efforts in the region.

Delivery of cash assistance in the framework of GBV case management

The dashboard on cash assistance within GBV case management offers a comprehensive and interactive overview of cash-related services. It highlights the organizations providing these services, their scope, and detailed insights into how cash support is integrated into GBV case management responses, ensuring better coordination and service delivery in NW Syria.

 

NW Syria GBV AoR Capacity Building Initiative Dashboard

The dashboard for the GBV AoR Capacity Building Initiative in Northwest Syria has been designed to provide a comprehensive overview of the types and numbers of trainings provided, as well as the trainees who have participated. It also offers insights into the trainings planned for this year.

GBVIMS Trend Analysis Mid-Annual Report 2024

This report provides information on incidents of Gender-based violence (GBV) reported by GBV survivors to GBV case management service providers in the first and second quarter of 2024 in Northwest Syria. The trends captured in the report are based on the information of the incidents reported by the organizations who provide case management services to GBV survivors. The GBV AoR in Northwest Syria launched the GBV Information Management System (GBVIMS+) in 2019. Since then, a total of 15 data gathering organizations (DGOs) have signed an information sharing protocol which regulates how GBV incident data is shared and allows an inter-agency sharing of aggregated and non-identifying quarterly GBV incident data reports. Based on the data shared by the DGOs, quarterly reports are produced under the coordination of UNFPA which is the designated Gender Based Violence Information Management System (GBVIMs) interagency coordination urgency in Northwest Syria. These reports provide a snapshot of the overall trends of GBV-reported incidents on a quarterly basis, which are used for improving GBV response and prevention programming as well as promoting advocacy.

Key GBV AoR Documents:

GBV AoR Terms of Reference (TOR)

This document sets the objectives and responsibilities of the AoR and defines leadership and membership roles and commitments. It is an operational document that sets the framework to guide all members towards a more organized and coordinated work.

GBV AoR Standard Operating Procedures (SOPs) 

This document describes minimum actions to be taken to respect international standards and a survivorscentered approach in caring for GBV survivors, focusing on clear procedures, guiding principles, roles, and responsibilities for each actor involved in the prevention of, and response to, GBV within the Syrian humanitarian response.

GBV AoR Case Management SOPs 

These GBV case management (CM) SOPs were developed with the aim of providing clear guidance to all GBV AoR members on different aspects of GBV case management. This SOP document is however not intended as a stand-alone resource. It should be read in conjunction with the GBV AoR SOPs of 2018 above (which should be contextualized to partners operations) and the Inter-Agency GBV Case Management Guidelines.

Information Sharing Protocol (ISP) 

Due to the complex security and operational environment for cross-border actors providing services from Türkiye, and in line with the Sphere Protection Principle of ‘do not harm,’ the information sharing protocol prioritizes the safety and security of those who may be identifiable from the information (affected populations, Protection Cluster members, their staff and partners). Every member of the GBV AoR, and therefore the Protection Cluster, is obligated to abide by the ISP.

VOICES 2024 

VOICES from Syria 2024 represents the most comprehensive and up-date GBV assessment to date. The primary aim of Voices from Syria is to support the development and implementation of humanitarian programs to prevent and respond to gender-based violence (GBV) across the Whole of Syria response.

 

Digital Referral Pathways (eRPWs) innovative initiative 

Starting 2023 The GBV AoR for TXB will be rolling out in NWS the eRPWs app developed by UNICEF globally in collaboration with the GBV AoR. TXB is the third context where the pilot will be launched globally following Bangladesh and Zimbabwe. The main purpose of the initiative is to enable remote and digital updating of referral pathways and services through an app to make information on the services available more widely accessible.

5Ws 

The 5W is a system used to capture data from the field comprising who is doing what where when and to whom. The 5W system feeds sector and inter-sector operational coordination, analysis, and information products (such as maps and tables of achievements to date). GBV AoR members are required to submit the filled 5W matrix on a monthly basis, with updated information of their interventions.

GBV AoR workplan 2024 

The GBV AoR develops and implements the operational GBV strategy for Türkiye cross-border within the broader GBV Whole of Syria (WoS) AoR strategy as outlined in the Humanitarian Response Plan (HRP). In 2024, the GBV AoR developed a detailed work plan in extensive consultation with the members of the AoR. Capacity building (CB) is a key focus of the TXB GBV AoR. The Capacity Building Initiative (CBI) continues to engage GBV AoR members in training, learning sessions, workshops and other capacity building events based on the type of services they are already providing. In 2024, the GBV AoR developed a detailed CB work plan for both Türkiye and Syria based on members' expressed needs.
