Housing, Land and Property (HLP) Technical Working Group Syria - Terms of Reference
The Terms of Reference of the HLP TWG may be reviewed on an annual basis at the request of 3 or more partners.

Given the prevailing prominence and complexity of housing, land and property (HLP) issues throughout Syria, a group of technical humanitarian, resilience and recovery actors agreed in 2017 on the need for a dedicated HLP Technical Working Group established under the then Protection and Community Services Sector to coordinate the work of partners active in the field of HLP. The HLP TWG will act as an inter-sectoral forum, with an advisory and technical role provided upon request to the Protection Cluster, the CCCM, the Shelter Sector, the Early Recovery and Agriculture Sectors as well as to other relevant UN and NGO coordination structures and forums.
Membership is open to entities with a proven expertise / interest in HLP matters. Criteria for participation include expertise in HLP, operational presence in Syria and commitment to engagement. Requests to be party of the TWG should be submitted through the co- chairing agencies who then consider the membership acceptance in coordination with the group members. Agencies already members of the NW and NES HLP forums are ipso facto members of the HLP Sub-national working groups . Attendance is expected to be at the senior technical level.
