Introduction
The South Sudan Education Cluster Strategy (2023-2025) provides a common framework for providing protective and inclusive emergency education services for children and youth affected by crisis. It presents a set of common principles, strategic objectives and outcomes to guide the response and mobilize collective action among Education Cluster members, leveraging their comparative advantages. The strategic framework clarifies the role of the Education Cluster, and will be used as the basis for contributions to other key plans such as the Humanitarian Response Plan (HRP) and the Education Cannot Wait (ECW) facilitated Multi-Year Resilience Programme (MYRP), and to mobilize resources for unmet needs.
The South Sudan Education Cluster Strategy builds upon the previous 2019 Cluster Strategy. The key elements of the strategy were developed in consultation with the Education Cluster Strategic Advisory Group (SAG) members, the South Sudan Ministry of General Education and Instruction (MoGEI), and Cluster members. The strategy’s principles and objectives are grounded in an evidence based needs overview which draws on recent education data as well as the expert inputs of SAG members. The strategy has also been developed to align with and contribute to national humanitarian and sector plans and programmes, including MoGEI’s South Sudan General Education Strategic Plan.
Leadership
By signing an MoU, UNICEF South Sudan & Save the Children International , co-leading the Education Cluster, have expanded their leadership to include Universal Network for Knowledge & Empowerment Agency - South Sudan (UNKEA).
