About this event

How do we deliver cash assistance in the Pacific? How we can do it better? And how can we align our strategies to strengthen the impact of CVA to best support people affected by crisis? These are questions we invite you to help us explore at the Pacific Cash Learning Event 2022.

In this session, Accountability & Inclusion in Cash Programming, we will explore how cash and voucher assistance programs in the Pacific ensure that they are socially inclusive, accessible by all people, and accountable to them. You'll hear about what has worked, what hasn't worked, and how we can change our approaches to ensure that everybody who needs support through CVA has access to it.

Chair: Rahul Mitra, Pacific Humanitarian Specialist, Oxfam & Pacific Regional Cash Working Group Co-Chair.

Rahul Mitra is Oxfam in the Pacific’s Humanitarian Specialist, providing technical oversight over Oxfam’s range of humanitarian preparedness, response and Cash and Voucher Assistance (CVA) programming. He is a development expert with over a decade of expertise across 12 countries in the Middle East, Sub-Saharan Africa, Latin America and Asia. Rahul specializes in human-centered approaches to CVA intervention design across the sectors of livelihoods, financial inclusion and social protection. He is passionate about innovative financing, private sector partnerships and integrated approaches that bridge the nexus between disaster and development.

About the presenters:

Kate LEARMOTH, Gender-Based Violence Sub-Cluster Coordinator, UNFPA.

Kate is a Public Health specialist with 14 years’ international experience including 10 years coordinating, developing and implementing multi-sectoral humanitarian programming including disease outbreak responses (Ebola, Cholera), risk communication, sexual and reproductive health (SRH) and Gender-Based Violence (GBV) in emergency programming. An active member of the RedR Australia humanitarian roster and Australian Red Cross humanitarian surge capacity. Roles include SRH and GBV in Emergencies Programme Specialist Pacific, communication for development (communicating with communities) in Cameroon and Fiji, cholera specialist and humanitarian coordination in Haiti and IFRC health coordinator for the Ebola response in DR Congo.

International Federation of the Red Cross, Pacific.

The IFRC’s Suva Cluster comprises 11 National Societies from small Pacific Island and archipelago states, covering more than 15 per cent of the earth’s surface. Countries included in the Cluster are Solomon Islands, Vanuatu, Fiji, Samoa, Tonga, Cook Islands, Kiribati, Tuvalu, Palau, Micronesia, and the Marshall Islands.

Vani CATANASIGA, Executive Director, Fiji Council of Social Services (FCOSS).

Vani Catanasiga (pronounced Tha-tah-nah-see- nga) is the executive director of the Fiji Council of Social Services (FCOSS), based in Suva, Fiji Islands. She is the first woman to hold the position since its establishment in 1957. Vani is an accountability advocate and works to leverage community and people's voices into policy and decisionmaking processes and spaces. As the executive director for FCOSS, she is one of two CSO representatives on the National Disaster Management Council which is the policy forum of the national disaster management structure. FCOSS also represents CSOs on the National Emergency Committee as well as the National Preparedness Committee.  While FCOSS experiences supporting the FINCAP Project with Sc Fiji and Australia is its most recent foray into cash programming, it has worked in financial inclusion since the last 1990s operating what may be Fiji’s longest running microfinance institution.

The Rainbow Pride Foundation (RPF) is a not-for-profit organisation legally registered in Fiji that advocates for the human rights of LGBT persons so that they are respected and are able to live with dignity, free from discrimination, persecution, and violence; and where their human rights are upheld. Its mandate includes promoting LGBTQI Rights and Equality, Social Justice and Health & Well-being. It empowers and encourage LGBT individuals in Fiji to participate fully in democratic decision-making in their households, communities and national processes. It also works with various partners to promote equal access to sustainable livelihoods, economic assets and resources among LGBT people; ensuring that they are not barred from accessing basic education, health and other services that are enjoyed by their fellow citizens which are essential for their personal well-being and growth. It encourages LGBT persons and their allies to come together to advocate for the equal treatment for all persons, regardless of sexual orientation, gender identity or gender expression.

Maria Jimena Peroni Galli, CashCap Regional Inter-Agency Senior Adviser -Americas.

Economist. Master in Humanitarian Action. Cash and Markets programming specialist with more than 15 years of experience in development and humanitarian programming with governments, UN agencies, and non-governmental organizations. Working experience in many countries such as Argentina, Bolivia, Philippines, Panamá, Central America, Nigeria, Spain, Mali, Ecuador, Bangladesh, Uganda, Colombia; and roles (operational, technical, and strategic). In the last 7 years, she has focused on coordination and collaborative way of working for improving effectiveness in humanitarian responses and supporting strategic decision-making efforts in displacement and refugee contexts.
