PRCWG Cash Transfer Programmes (CTP) in the Pacific

Summary of findings from Response Mapping 30 June 2017

  • CTP has been implemented in 3 PICs (Fiji, Samoa, Vanuatu) since 2009 as part of emergency response
  • More than 17,000 households (approx. 86,150 people) have benefited from CTPs
  • CTP has been used to meet Shelter and Food Security & Livelihoods needs
  • Samoa Red Cross implemented a CTP in response to the 2009 tsunami and supported a CTP in 2012 in response to TC Evan
  • Oxfam implemented a Cash for Work programme in Vanuatu in 2015 in response to TC Pam
  • Following TC Winston WFP supported 71,205 people in Fiji through a CTP using existing Government Social Safety Nets
  • Oxfam supported 1,440 households in Fiji after TC Winston through a Cash for Work programme
  • CTPs have been implemented through existing Government schemes in Samoa and Fiji
    • In Samoa through the National Provident Fund
    • In Fiji through Social Safety Net mechanisms

Steps that organisations are taking to build CTP capacity (Compiled from Capacity Mapping exercise)

  • ADRA Fiji staff attended the Core CTP Skills for Strategic Decision Making course and 1-day Fundamentals course in Suva in June 2017
  • CARE International has technical cash specialists for deployment in case of emergency. CTP training in July for CARE Australia colleagues supporting Pacific preparedness and response
  • Habitat for Humanity Fiji – 1 staff attended CTP Core Strategic Planning and Decision Making training in Suva
  • Fiji Red Cross - 1 staff member attended a 2-day IFRC-led introductory CTP training in 2016; FRCS would like training opportunities
  • Solomon Islands Red Cross has one staff member with technical capacity in planning, implementation and monitoring (would need some additional support); looking to map/scope how cash transfer programming could work in the Solomon Islands and pilot the concept in one branch (in consultation with other partners)
  • Vanuatu Red Cross - Training being provided by Oxfam on 26 June 2017 - VRCS will potentially send 2-3 participants; with training VRCS would have capacity to support CTP
  • Samoa Red Cross – would like training opportunities
  • UNICEF - Staff training, inclusion in preparedness plans,  actively seeking donor funding to initiate development of CTP design and build operational capacity
  • OCHA has been involved in the formalisation of the PRCWG since 2016 and the TC Winston informal
