The Norwegian Refugee Council (NRC) has led the Housing, Land, and Property (HLP) Area of Response. The HLP AoR is made up of representatives from UN agencies, NGOs, research and academic institutions, donors, human rights and development organizations, and other AoRs and clusters. The HLP AoR operates within the Protection Cluster framework. The collaboration between sectors is based on shared and complementary goals and approaches, while acknowledging each sector's unique mandate and responsibilities. The HLP Working Groups have strong ties to the Protection Cluster and collaborate to gather information and evidence for humanitarian action.
