Overview: National Gender Based Violence Cluster

The national Gender-Based Violence Cluster is part of the Bangladesh Humanitarian Cluster Coordination System, to strengthen an inter-agency, multi-sectoral coordination mechanism that brings together all actors from different clusters, sectors, and areas of responsibility to ensure a coordinated, accountable, and effective approach to address gender-based violence (GBV), particularly during emergencies in Bangladesh.

The national Gender-Based Violence Cluster is co-convened by the Ministry of Women and Children Affairs (MoWCA) and UNFPA Bangladesh. It coordinates between GBV sectors and working groups to discuss, share and collaborate common understanding on GBV prevention, risk mitigation and response before, during, and after emergencies. Under the leadership of the Department of Women Affairs, MoWCA sub-national working groups at the district level comprising of service providers - both government and NGOs are coordinated. 

In March 2016, the Ministry of Disaster Management and Relief (MoDMR) of Bangladesh established this Gender-Based Violence (GBV) Cluster to promote a shared understanding amongst humanitarian and development actors on how to address GBV, upholding GBV minimum standards, adherence to and monitoring of GBV guiding principles, facilitating information sharing and best practices, and promoting collective inter-agency actions to prevent and respond to GBV in emergencies. 

The GBV Cluster's goal is to create an effective and inclusive GBV response mechanism in Bangladesh that promotes a coherent, comprehensive, and coordinated approach to GBV in humanitarian settings, including prevention, care, support, and recovery. These efforts will follow the GBV Guidelines established by the GBV Area of Responsibility under the Inter-Agency Standing Committee (IASC).
