RCG Fifth Session (2019)

 

 

The Government of Thailand, represented by the Ministry of Defence (MOD) supported by the Department of Disaster Prevention and Mitigation (DDPM) of the Ministry of Interior (MOI), chaired the RCG and hosted the RCG Fifth Session from 9 to 11 December 2019 at the Shangri-La Hotel in Chiang Mai, Thailand. The event was organised with the support of the RCG Secretariat, represented by the United Nations Office for the Coordination of Humanitarian Affairs (UN OCHA) Regional Office for Asia and the Pacific (ROAP), the Australian Civil-Military Centre (ACMC) and the United States Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM).

The fifth session was opened by General Raksak Rojphimphun, Director General of the Office of Policy and Planning from the Ministry of Defence (MOD) of Thailand, and Mr. Rudolf Muller, Chief of Response Support Branch, OCHA, along with the directors of ACMC and CFE. In his opening remarks, General Rojphimphun highlighted successes since the conception of the RCG in coordinating Civil and Military institutions in the use of foreign military defence assets in the region. He also reiterated Thailand’s continued commitment to providing support and assistance to all RCG related meetings and processes.

Opening remarks were presented by Mr. Rudolf Mueller of OCHA, Mr. Joseph Martin, Director of CFE-DM and Dr. Alan Ryan, Executive Director of ACMC. The opening stressed the importance of a coordinated approach by all actors involved in disaster response; respect for the leadership of the affected government; and the need to support and strengthen the national mechanisms in place.

The session focused on (1) 2019 updates from countries and organizations, (2) Information Sharing Working Group, (3) RCG Terms of Reference, (4) Regional Guidelines on Civil-Military Coordination (APC-MADRO), (5) standardization and interlinkages between EMT and civil-military coordination, (6) interlinkages with Urban Search and Rescue standards and civil-military coordination, (7) humanitarian civil-military coordination interlinkages with policing components during HADR, (8) Pacific update, (9) EU civil-military concept, (10) Humanitarian Network and Partnerships’ Week and the Global Consultative Group, and (11) RCG 2020 vision.
