The lack of civil documentation in Yemen has been well documented and detailed in various analyses, most recently in the Protection Analysis Update 2022 and the 2023 Humanitarian Needs Overview. It is considered one of the main protection risks in the country.

It intends to provide a detailed overview of Protection and AoR services in Yemen, including eligibility criteria, access conditions and hotline numbers. It will identify gaps in services and guide Protection Cluster and AoR activities, support coordination between agencies through referral pathways and communicate with communities on services (AAP). It is complemented by Referral Minimum Standards and Inter-Agency Referral Form.
