What is The Humanitarian Notification System

The Humanitarian Notification System mechanism informs the Saudi-Led Coalition (SLC) of the locations of humanitarian static locations and humanitarian movements in Yemen aiming to ensure the safety and security of humanitarian premises, personnel, equipment and activities in areas of active military operations. The Notifications System mechanism was established in April 2015 upon the request of the Humanitarian Country Team to ensure a safe delivery of humanitarian assistance in Yemen.

OCHA will serve as the conduit between UN humanitarian organisations that wish to share their data (GPS coordinates and/or movement information), and the focal point(s) assigned by the SLC, Evacuation and Humanitarian Operations Committee (EHOC).

Using the Notifications System Mechanism does not constitute a legally binding agreement between any of the involved parties, and does not guarantee the safety of personnel, facilities, or sites.

OCHA will not verify the data / information provided. Organisations are required to verify the accuracy of their data / information prior to submission to OCHA.

Temporary Notification of Overland Movement Guidelines

An overland movement is any movement of UN/INGOs/NGOs vehicles and trucks whether it is a movement of Staff, Humanitarian Assistance “Food/Non-Food”, Migrants and/or General Cargo.

Land Movement Requirements:

  • Notifications should be submitted using the designated form;
  • 1. All notifications should be submitted at least 48 hours in advance;
  • 2. In an emergency case a notification should be submitted at least 24 hours in advance, highlighting the emergency;
  • 3. Humanitarian organizations are held accountable for providing current and accurate information;
  • 4. Attach a clear detailed route for the movement;
  • 5. All vehicles must have organizations logo (roof marking).
  • 6. Provide clear pictures of the vehicles plate number, logo and roof marking.
  • 7. Attach details of cargo if any.

NGOs and INGOs processing for the first time must submit a bio 2 weeks in advance of movement via the pltaform. For inquiries, emails must be sent to the NLT (Amani and Aya)

Temporary Notification of Oversea Movement Guidelines

An oversea movement is any movement of UN/INGOs/NGOs ships and vessels whether it is movement of Staff, Humanitarian Assistance “Food/Non-Food”, Migrants, fuel, General Cargo and empty ships or vessels.

Sea Movement Notifications Requirements;

1. All notifications should be submitted at least 48 hours in advance;
2. In an emergency case a request should be submitted at least 24 hours in advance;
3. Humanitarian organizations are held accountable for providing current and accurate information;
4. Attach full details of cargo; items, weigh, cost, .. etc Attach passengers list with passports and IDs, all passports must be submitted in one PDF. 

NGOs and INGOs processing for the first time must submit a bio 2 weeks in advance of movement via the pltaform. For inquiries, emails must be sent to the NLT (Amani and Aya)

Temporary Notification of Air Movement Guidelines

An Air Movement includes any flight movement whether it was a staff movement or cargo.

Sea Movement Requirements; 
1. Notifications should be submitted using the designated forms;
2. All notifications should be submitted at least 48 hours in advance;
3.In an emergency case a request should be submitted at least 24 hours in advance;
4. Humanitarian organizations are held accountable for providing current and accurate information;
5. Attach a clear route for the movement; include the ICAO and the ATC route. Suggest a time window, EHOC will consider the suggested window time if it is  available. However, they will assign a suitable one if the suggested time is not available;
6. Attach the Manifest and full details of cargo; items, weigh, cost, .. etc Attach passengers list with passports and IDs, all passports must be submitted in one PDF.

NGOs and INGOs processing for the first time must submit a bio 2 weeks in advance of movement via the pltaform. For inquiries, emails must be sent to the NLT (Amani and Aya)

Temporary Notification of Venue Guidelines

Any venue that is used for activities held by UN agencies, NGOs /INGOs.

Venue Notification Requirements;
1. All notificiationsshould be submitted using the designated forms;
2. All notifications should be submitted at least 48 hours in advance;
3. In an emergency case a request should be submitted at least 24 hours in advance;
4. Humanitarian organizations are held accountable for providing current and accurate information; provide full details of the Venue; location, purpose. Identify the time window.
5. Provide accurate GPS of the venue in proper format.

Addition to The Permanent Notified List Guidelines

Any venue that needs to be permanently notified such as; offices, Residence, warehouses, hospitals, schools, Refugee camps, Heritage sites, community centers, training centers, water distribution, project sites, civilian infrastructure, food distribution points, government building.

The Permanent Notified list Requirements; 
1. All notifications should be submitted using the designated forms;
2. Humanitarian organizations are held accountable for providing current and accurate information;
4. Provide accurate GPS in proper format.
5. Provide venue detail; venue name “English/Arabic”, location, purpose, name of focal point.

Dos and Don'ts

Dos and Don'ts 

  • Communication with EHOC will go through Deconfliction Team (No direct contact with EHOC, No Cc'ing EHOC in internal emails between NLT and UN agencies/NGOs/INGOs)
  • Staff commit to complying with the agreed procedures and plan carefully;
  • Vessels should make sure to communicate with the coalition forces before reaching the port  to avoid delay in granting clearance.
  • Vessels should approach the approved port within the 15 days window, otherwise a new clearance has to be submitted. 
  • In case of doubt or emergency call the NLT team immediately
  • Partners should report any incidents observed during any notified movements

NLT Working Hours

• NLT official working hours are Sunday to Thursday from 09:00 to 16:30 Riyadh Time , and EHOC submission window is 9:00 to 14:00.
• Friday and Saturday working hours 09:00 to 13:00, and EHOC submission window is 9:00 to 13:00
• NLT needs a minimum of 1 hour to process your request before submitting it to EHOC,

Any request received by NLT team after working hours  will be processed the next day, the 48 hours rule should be respected, Emergency Cases are an exception.
