Highlights

Insecurity as a result of ongoing clashes between government and non-state forces in Hilmand, Uruzgan, Kandahar and Zabul continues to dominate the operational humanitarian landscape in 2017.  Large swathes of rural districts in the region are under the control of non-state actors and insecurity and armed clashes contribute to a challenging operational environment.

As armed clashes surround the capitals of Hilmand, Uruzgan and (increasingly) Zabul, limited humanitarian space has defined the response so far in 2017, with most humanitarian operations limited to provincial capitals. However, rapid interagency needs assessments and humanitarian activities are ongoing in government and non-government controlled areas across the region; a vital part of the Humanitarian Regional Team (HRT) strategy to increase access in 2017.

Humanitarian partners regularly meet to ensure rapid and effective emergency response to civilians displaced by the ongoing conflict, with over 23,000 displaced people assisted by the end of May 2017. Persistent and widespread armed conflict continues to displace civilians and prevent returns, significantly disrupting livelihoods and free movement throughout the region. As a result, previously effective coping mechanisms are thought to be deteriorating and the immediate impact of displacement on families worsening.
