Central Highlands includes two provinces: Bamyan and Daykundi. Central Highlands is affected by prolonged dryness, harsh winter, frequent floods, avalanches, and conflicts. The remoteness, physical access constraints and harsh terrain, coupled with frequent natural hazards, results in chronic food insecurity for the majority of the population.

OCHA leads humanitarian coordination for both natural and conflict-induced disasters. To ensure overall coherence and consistency in humanitarian preparedness and response; OCHA coordinates quarterly and ad-hoc operational coordination team (OCT) meetings in both provinces. The OCTs are made up of humanitarian UN and NGO partners. OCHA also participates in Provincial Disaster Management Committee meeting, usually chaired by the provincial governor or deputy governor
